The toolkit is designed primarily for country project teams, including focal points responsible for policy, institutional, and multi-stakeholder engagement, as well as relevant personnel in partner government departments, development partners, and monitoring and evaluation (M&E) specialists. Its purpose is to provide practical guidance and resources that support evidence-based, risk-informed decision-making, with a focus on enhancing policy and institutional processes within Resilient Food Systems (RFS) country programs. The toolkit is structured around the SHARED (Stakeholder Approach to Risk Informed and Evidence-Based Decision Making) framework, which emphasizes stakeholder engagement and the use of tailored tools and methods to address project priorities and gaps.
The development of the toolkit followed a structured, iterative process. It began with consultation interviews with RFS country teams to identify key outcomes, bottlenecks, policy processes, and progress indicators. Insights from these engagements informed a series of virtual training events, delivered in English and French, which introduced systematic approaches for influencing policies and decisions, shared lessons on stakeholder engagement, and guided the application of tools and methods tailored to each country program. Feedback from these sessions, combined with analysis of work plans and annual reports, shaped a customized toolkit that provides clear rationale and step-by-step guidance for using SHARED tools to strengthen policy, institutional, and multi-stakeholder engagement.
