This brief draws on expert contributions shared during a side event convened by the CGIAR Livestock and Climate Initiative at the CGIAR Food and Agriculture Pavilion on 3 December 2024, highlighting experiences from Ethiopia, Kenya, Tanzania, and other pastoral regions advancing participatory rangeland governance.

Summary for Policymakers
Participatory rangeland management (PRM) is a transformative, community-led approach to restoring and governing rangelands. Proven effective in East Africa and supported by IGAD in the Horn of Africa, PRM places local communities at the center of decision-making and offers a scalable model for sustainable investment in rangeland systems.

Speakers emphasized that scaling PRM requires strong community ownership alongside domestic financing, enabling policies, and market-driven incentives. Leaders such as Chetan Kumar (IUCN) and Ken Otieno (RECONCILE) highlighted the importance of building a clear business case, reducing conflict through inclusive grazing plans, and strengthening partnerships among governments, donors, and communities to expand this approach across Africa and beyond.
